法國人曾這么描述“福利彩票”：政府發行彩票是向公眾推銷機會和希望，公眾認購彩票則是微笑納稅。據悉，去年中國福利彩票共銷售約495億多元人民幣，籌集福彩公益金170多億元。其中，公益金除部分上繳國家財政外，全部用于社會福利事業。

由報道可知，“福利彩票”可用“welfare lottery”來表達，其主要用于國家的“charitable causes”（慈善事業）。

“Welfare”側重指“（社會的）福祉、（家庭的）安康”，表示“福利”時，尤指“政府的援助”，如：welfare services（福利機構）；welfare benefits（福利救濟金）。

此外，報道中的“coffer”指的是“國庫”，而我們常說的“中頭彩”可用“hit the jackpot”來表達。
